OpenAI’s AI in America: Economic Blueprint outlines a bold vision for keeping the United States at the forefront of AI development. It frames AI as a force for reindustrialization, comparing today’s frontier AI models to the automobile’s early days. The paper stresses that “chips, data, energy, and talent” are crucial resources. If the U.S. does not attract the estimated $175 billion in global AI investment soon, it warns that those funds could flow to China-backed projects, strengthening what it calls an authoritarian approach to AI. To avoid this, OpenAI advocates “common-sense rules of the road” that protect the public and encourage innovation without fragmenting oversight across different states.
A centerpiece of the proposal is to build strong government-industry collaboration. OpenAI highlights the need for the government to share national security insights with AI companies, streamline safety evaluations, and offer incentives for developers to create and deploy AI systems in ways consistent with U.S. values. By establishing a “defined, voluntary pathway” for AI firms to collaborate with agencies, the blueprint hopes to ensure frontier models—described as the most advanced large language models—are both globally competitive and responsibly used. It also proposes tighter controls on exporting such models to adversarial nations, while actively sharing them with allies to foster a broad, open-source–friendly ecosystem.
The paper also calls for robust infrastructure development, likening it to the creation of a “National AI Infrastructure Highway” for power and data transmission. This would connect regional grids, speed up approvals for new lines, and support emerging energy technologies like nuclear and fusion. The blueprint envisions federal backstops for AI public works so private markets are not solely responsible for the immense costs of building new energy sources. It further recommends creating AI Economic Zones, specialized AI research labs aligned with regional industries, and a nationwide AI education strategy to cultivate the next generation of skilled workers.
Above all, OpenAI insists that AI be guided by “democratic values,” underpinned by a free market, fair competition, and robust accountability measures. It urges developers to protect child safety, label AI-generated content, and give users control over personal data. By crafting national policies that balance openness with security, the blueprint seeks to ensure that AI’s benefits are widely shared, from rural areas to major tech hubs—positioning the U.S. as a global leader in responsible, high-impact AI innovation.
